American Facilitates Ukraine Talks in the UAE as White House Pushes for Settlement

Diplomatic talks with American, Russian, and Ukrainian delegates commenced in Abu Dhabi this week, representing the most recent stage in initiatives to forge a ceasefire deal to end the protracted hostilities in the region.

High-Level Representatives and Initial Talks

American military official Dan Driscoll apparently held talks with a Moscow delegation on the eve of the talks, with dialog proceeding into Tuesday.

“Negotiations are advancing smoothly with continued optimism. The Secretary remains in close coordination with the administration throughout these proceedings,” his spokesperson commented.

The Ukrainian top intelligence official, Kyrylo Budanov, was scheduled to take part in the discussions, though it remained unclear whether face-to-face talks with Russian representatives would occur or if distinct one-on-one meetings would be held.

Identity of the Moscow delegation was uncertain. “We cannot provide details. Media accounts are being tracked,” a Russian spokesperson told official outlets.

Background and Revised Peace Plan

These meetings come after prior negotiations in Switzerland where US and Ukrainian officials revised a draft American proposal for ending the conflict.

Moscow has so far not endorsed the most recent iteration of the proposal and is not expected to accept many of the Ukrainian revisions.

Moscow’s foreign minister, Sergei Lavrov, emphasized that any revised agreement must reflect the “essence and wording” of what was discussed during earlier high-level meetings between both nations.

International Reactions and Concerns

EU officials are apparently finding it difficult to stay engaged in the process as American representatives take the lead.

The Finnish leader, a European figure, who has emerged as a key contact between Washington and EU officials, commented that the immediate future would be decisive in efforts to find a peace settlement.

He allegedly spoke with Volodymyr Zelenskyy and the alliance officials, emphasizing that “The future of Ukraine is for Ukraine to decide, and with European security falling under Europe’s purview.”

Meanwhile, the France’s president, Emmanuel Macron, warned against a peace deal that would amount to a “concession” for Ukraine.

“Terms presented suggest what Russia could agree to. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? The answer is no,” he stated.

Specifics of the Initial American Proposal

The US proposal was originally made up of numerous clauses and was drawn from dialog between American and Moscow representatives, with contributions from Kyiv security authorities.

Key aspects of the plan allegedly involved:

  • Ukraine ceding areas presently held by Moscow
  • Further zones that might be required to be willingly surrendered
  • Restrictions on the scale of the Ukrainian army
  • Immunity for all parties in the conflict regarding war crimes

Latest Developments and Continuing Challenges

American representative allegedly traveled to the Ukrainian capital to update Zelenskyy on the plan and press rapid acceptance.

This pressure, coupled with the disclosure of the plan, apparently took by surprise Kyiv and EU authorities.

The Ukrainian president reportedly that the country was facing one of the hardest moments in its history and was being compelled to choose between “surrendering honor or sacrificing a vital partner.”

Subsequently, the US official briefed Nato representatives on the proposal in Kyiv, with one attendee labeling it as “an extremely difficult session” and stating that EU ambassadors were stunned by both the content and tone of the delivery.

The US administration later moderated its stance, stating that the comprehensive proposal was an “opening point for discussion” rather than a definitive demand.

Military Situation During Negotiations

While diplomatic efforts proceed, Moscow has continued its nightly attacks on Ukraine’s cities.

Russian forces allegedly fired numerous of projectiles and many of unmanned aircraft at objectives in and around Kyiv, as stated by Kyiv sources.

Zelenskyy emphasized that the Kremlin must not feel it could prevail in the war while negotiations were underway.

“Crucially, all allies must advance toward diplomacy collectively, with unified action. Pressure on Russia must deliver results,” he affirmed.

Kyiv’s mayor reported that seven people had been killed in the overnight assault on the city.
